This formative evaluation of the PAF, carried out by Ipsos MORI and SQ Consult, covers the activities carried out within the period from September 2014 to December 2017, encompassing three auction rounds and two redemption windows. The evaluation addresses questions relating to the OECD Development Assistance Committee (DAC) criteria of relevance, efficiency and effectiveness, and explores early impacts to the extent feasible at this point in implementation. The evaluation also analyses the operational processes of the PAF as part of the assessment of PAF's efficiency and provides recommendations and lessons learned for any future PAF-like instrument.
